Terms of Use

These Terms form a legally binding agreement between you and Royal Bank of Queensland Pty Ltd (ABN 25 187 601 607) (“RBQ”, “we”, “us”). They apply to all digital channels, including the customer portal, mobile apps, APIs, and related electronic banking services (together, the “Services”).

Terms Privacy Cookies
Effective: 1 May 2025 Version 2025.05-A Governing law: Australia Public page · no sign-in required

Important: By accessing, registering for, or using the Services, you irrevocably agree to these Terms, our Privacy Policy, and Cookie Consent notice. If you do not agree, you must not use the Services. Electronic acceptance (including checkbox, click-through, biometric unlock, or continued use) has the same legal effect as a wet-ink signature.

1. Parties, capacity and authority

You represent and warrant that you are at least 18 years old, have full legal capacity, and (where acting for a company, trust, partnership, or other entity) are duly authorised to bind that entity. You are jointly and severally liable for all obligations incurred under your credentials, including by any authorised user you nominate.

2. Licence and permitted use

Subject to these Terms, RBQ grants you a limited, personal, non-exclusive, non-transferable, revocable licence to use the Services solely for lawful banking purposes connected with your RBQ account(s). You must not copy, modify, reverse engineer, scrape, frame, mirror, or commercially exploit the Services or any part of them, except to the extent such restriction is prohibited by law.

3. Account security — your non-delegable duties

You must:

  • keep passwords, PINs, passkeys, hardware tokens, OTP codes, and recovery methods confidential;
  • use only devices and networks under your control and keep them patched and malware-free;
  • enable multi-factor authentication where offered and not share MFA codes with any person;
  • log out of shared or public devices and not leave sessions unattended; and
  • notify RBQ immediately on becoming aware of any actual or suspected compromise, lost device, phishing, remote-access scam, or unauthorised instruction.

You are responsible for all instructions authenticated with your credentials before RBQ receives and has a reasonable opportunity to act on a compromise notice, except where the ePayments Code or other non-excludable law allocates liability otherwise.

4. Electronic instructions are final when processed

Any payment, transfer, FX, card, deposit, investment, or other instruction submitted through the Services and authenticated by your credentials (or those of an authorised user) is an irrevocable instruction to RBQ. You are solely responsible for the accuracy of payee details, amounts, currencies, references, and timing. RBQ is not obliged to detect or correct mistaken payee details. Once an instruction is accepted for processing, it may be incapable of recall. Any recovery attempt is discretionary, may fail, and may incur fees.

5. Right to delay, decline, reverse or freeze

Without limiting any other right, RBQ may, at any time and without prior notice where permitted by law:

  • delay, block, reverse, or refuse any transaction or instruction;
  • freeze or restrict accounts, cards, channels, or features;
  • require additional verification, source-of-funds evidence, or face-to-face confirmation;
  • decline to act where we suspect fraud, scams, sanctions exposure, mule activity, or legal breach;
  • comply with court orders, regulatory directions, or law-enforcement requests.

RBQ is not liable for loss arising from such action taken in good faith, except to the extent liability cannot be excluded under the Australian Consumer Law or other mandatory law.

6. AML/CTF, sanctions and financial crime

You must not use the Services for money laundering, terrorism financing, proliferation financing, sanctions evasion, bribery, corruption, tax evasion, or any other unlawful purpose. You must provide all identity, beneficial-ownership, and source-of-wealth information we reasonably require, and update it promptly when it changes. Failure to do so is a material breach and may result in immediate suspension, account closure, and reporting to AUSTRAC or other authorities without notice to you where legally required.

7. Prohibited conduct

You must not, and must not attempt to:

  • bypass, probe, stress-test, or interfere with security, rate limits, or access controls;
  • use bots, scrapers, or automated means except APIs we expressly authorise;
  • impersonate any person or misrepresent affiliation with RBQ;
  • transmit malware, or upload unlawful, defamatory, or infringing content;
  • use the Services to facilitate romance scams, investment scams, invoice redirection, or mule networks;
  • resell access or operate as an unlicensed money services business.

Breach may result in immediate termination, forfeiture of pending instructions where lawful, recovery of costs, and referral to law enforcement.

8. Fees, limits, interest and product schedules

Fees, interest rates, credit limits, cut-off times, and product conditions are as set out in your account documents, fee guides, and in-product disclosures, as varied from time to time in accordance with those documents and applicable law. You authorise RBQ to debit fees and charges from your accounts. Limits may be changed for risk, regulatory, or operational reasons.

9. Set-off, combination and security interest

To the maximum extent permitted by law, RBQ may combine accounts and set off any amount you owe RBQ (whether present, future, actual, or contingent) against any credit balance or other obligation RBQ owes you, without prior notice. You charge in favour of RBQ any credit balance in your accounts as security for your obligations, to the extent permitted by law.

10. Cards, third parties and market infrastructure

Card transactions are also subject to scheme rules (e.g. Visa/Mastercard) and merchant acquirer processes. International payments may involve correspondent banks, SWIFT, and intermediary charges outside RBQ’s control. Investment dealing, where offered, may be executed and custodianed by licensed third parties; market risk, settlement risk, and third-party failure risk remain with you except where mandatory law provides otherwise.

11. Service availability — no warranty of uninterrupted access

The Services are provided on an “as available” basis. RBQ does not warrant that the Services will be uninterrupted, timely, secure, or error-free. Planned or emergency maintenance, outages, telecom failures, cyber events, or force majeure may affect availability. You must maintain alternative arrangements for time-critical payments.

12. Intellectual property

All IP in the Services, branding, content, software, and data models remains with RBQ or its licensors. No rights are granted except the limited licence in clause 2. RBQ trademarks and trade dress may not be used without prior written consent.

13. Privacy, monitoring and evidence

Personal information is handled under our Privacy Policy. You consent to RBQ monitoring, recording, and retaining communications, device signals, and transaction metadata for security, training, dispute, and compliance purposes. Our electronic records are prima facie evidence of instructions and balances unless shown to be manifestly wrong.

14. Indemnity

You indemnify and hold harmless RBQ, its officers, employees, and agents from and against all claims, losses, damages, costs (including reasonable legal costs on a full indemnity basis), and expenses arising out of or in connection with: (a) your breach of these Terms; (b) your unlawful or negligent use of the Services; (c) instructions authenticated with your credentials; (d) disputes with payees or third parties; and (e) your failure to keep security credentials secure — except to the extent caused by RBQ’s fraud or wilful misconduct, or where indemnity is prohibited by law.

15. Limitation of liability

Nothing in these Terms excludes, restricts, or modifies any consumer guarantee, right, or remedy under the Australian Consumer Law or other law that cannot be excluded. Where liability can be limited, RBQ’s aggregate liability for all claims arising out of or related to the Services in any 12-month period is limited to the total fees you paid RBQ for the Services in that period (or AUD $1,000 if greater), or resupply of the Services, at RBQ’s option.

To the maximum extent permitted by law, RBQ is not liable for indirect, consequential, special, punitive, or exemplary loss; loss of profit, revenue, data, goodwill, or opportunity; or loss arising from incorrect payee details you supplied, third-party systems, force majeure, or your failure to mitigate.

16. Suspension and termination

RBQ may suspend or terminate access immediately for breach, suspected fraud, regulatory requirement, inactivity, or risk grounds. You may close eligible accounts subject to clearing obligations, holds, and applicable notice periods. Termination does not affect accrued rights, indemnities, or clauses that by nature survive (including 9, 12–15, 17–20).

17. Variations

RBQ may vary these Terms by posting an updated version on this page and/or notifying you through the Services. Material adverse changes will be notified in accordance with applicable account terms and law. Continued use after the effective date constitutes acceptance. If you do not agree, you must stop using the Services and request closure of affected channels.

18. Notices

We may give notices by in-app message, email to your registered address, SMS, or post. Notices are deemed received when sent to your last recorded contact details (or on delivery if earlier). You must keep contact details current. Notices to RBQ must be sent via the channels we designate (including Help Center tickets after authentication).

19. Complaints and AFCA

If you have a complaint, contact RBQ through authenticated support channels first. If unresolved, you may be eligible to refer the matter to the Australian Financial Complaints Authority (AFCA) (www.afca.org.au). Nothing in these Terms prevents you from contacting ASIC, AUSTRAC, or the OAIC where appropriate.

20. General

  • Governing law: These Terms are governed by the laws of Australia and the State or Territory in which your primary account is booked (or Victoria if none). Courts of that jurisdiction have non-exclusive jurisdiction.
  • Severability: If any provision is invalid, the remainder continues in force.
  • Waiver: A failure to enforce a right is not a waiver.
  • Assignment: You may not assign without our prior written consent. We may assign or novate to an affiliate or successor.
  • Entire agreement: These Terms, product schedules, and policies referenced herein constitute the entire agreement for the Services and supersede prior negotiations on that subject, except for separate credit, security, or facility agreements which prevail on conflict for those products.
  • Interpretation: Headings are for convenience only. “Including” means “including without limitation”.
